Manager, Land Enablement – Site & Infrastructure Development

Phoenix, AZ (with up to 25% travel)

A leading data center platform is seeking a Manager, Land Enablement to support and accelerate development timelines across its rapidly expanding real estate portfolio. This role is key to preparing land and infrastructure for future data center development.

The ideal candidate has a strong background in Land Development, Construction Project Management, or Civil Engineering , with deep experience managing large-scale, multi-stakeholder infrastructure projects . You'll be part of a high-performing team tasked with ensuring land is "development-ready" from both a physical and strategic standpoint.

Key Responsibilities:

• Execute on-site and off-site infrastructure and land improvements to prepare sites for development
• Support implementation of the Land Enablement strategy across the portfolio
• Review and recommend site-specific scopes of work based on technical requirements
• Analyze construction plans with an understanding of data center-related design
• Track entitlements and permitting activities related to zoning, land use, and approvals
• Monitor site risks (permitting, legal, physical, financial) and identify mitigation strategies
• Collaborate across teams and partners to keep site enablement efforts aligned and on track
• Manage budgets, schedules, and construction milestones
• Negotiate with subcontractors and vendors as required
• Maintain documentation and cost models throughout the project lifecycle

Required Qualifications:

• Bachelor’s degree in Construction Management, Civil Engineering, Land Planning, Real Estate, or related field
• 7+ years of experience in site development, land planning, or construction project management
• Strong understanding of permitting, zoning, utility coordination, and infrastructure development
• Experience managing consultants, contractors, and multiple concurrent project sites
• Excellent communication, analytical, and time management skills
• Proficient with project management tools (Procore, Smartsheet, BIM 360, etc.)
• Able to interpret construction documents and cost forecasts
• Willing to travel up to 25% as needed to support project execution

Preferred Experience:

• Experience working in data center development or other mission-critical environments
• Knowledge of AutoCAD
• Understanding of construction cost estimating and scope development
